Appendix 3 – Proposals where objections are not upheld and are proposed to be implemented as advertised

 

1.            Site 5 Belmore Road, New Road (Councillor Stephen Holt)

1.1         The proposal at this location is to install a new no waiting at any time restriction in Belmore Road opposite it’s junction with New Road.

1.2         Seven objections have been received from local residents on the grounds that the loss of parking spaces will increase pressures on parking in the area, affect property values, and that the restriction will not solve the issue of large vehicles accessing New Road. One objection has since been withdrawn and one item of support was received for this proposal.

1.3         The proposal follows a request from the waste collection team due to issues collecting waste and vehicle access generally being difficult for larger vehicles. The service manager responsible for waste collection has confirmed that waste collections are regularly hindered, disrupted or postponed due to the turning area being too tight. He has also confirmed that they are already using the smallest dustcart on the market.

1.4         Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn. The proposals Sallow for a much larger turning point at the junction with New Road as well as providing a suitable space for larger vehicles to stop and load or unload without blocking Belmore Road.

1.5         At the time of writing, Councillor Holt has not replied to provide their views regarding the recommendation.

1.6         Recommendation: To not uphold the objections and install the proposal as advertised.

 

2.            Site 6 Gore Park Road, Milton Road (Councillor John Ungar)

2.1         The proposal at this location is to extend the existing no waiting at any time restriction on the northern side of the junction of Gore Park Road and Milton Road and to install a new no waiting at any time restriction on the southern side of the junction.

2.2         Four objections have been received from local residents on the grounds that the loss of parking spaces will increase pressures on parking in the area.

2.3         The proposal follows a request from a resident as the junction is regularly parked on, reducing visibility.

2.4         Having considered the objection, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn. The proposals as set out will increase visibility and traffic flow at the junction.

2.5         Councillor Ungar has confirmed his support for the proposal to be implemented as advertised.

2.6         Recommendation: To not uphold the objections and install the proposal as advertised.

 

3.            Site 7 Grove Road, Old Orchard Road (Councillor Pat Rodohan)

3.1         The proposal at this location is to replace a section of pay and display Mon to Sat 8am-6pm in Grove Road with police only at any time, replace the existing police only at any time in Old Orchard Road with blue badge holders only at any time, and replace time limited bays Mon to Sat 8am-6pm and no waiting except taxis at any time with shared use permit holders or pay and display 8am-6pm.

3.2         Thirty-five objections have been received, with twenty-five from taxi drivers on the grounds that the taxi bays are essential at peak times, and six not giving any reason for their objection. Two objections are on the grounds that they believe the changes to the pay and display and police parking will have a negative impact on businesses and residents and that the additional blue badge holder bays are not in an appropriate location. One objection is on the grounds that the resident has planning permission for a hardstanding/driveway behind a significant portion of the current taxi bay and wants it completely removed. Five items of support were received for this proposal.

3.3         The proposals follow a request from Sussex Police to relocate the police bay closer to the new entrance to their premises, a request for more disabled bays in the area, and aim to better utilise the available kerb space by changing the use of underused bays to increase the number of spaces available for permit holder and visitor parking.

3.4         Following usage surveys of the existing taxi ranks over a period of approximately four months at different times of day, the additional rank was used 13 times when space was not available in the first rank. At the time of this report being written no application has been made for a crossover access. Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.

3.5         Recommendation: To not uphold the objections and install the proposal as advertised.

 

4.            Site 8 King Edwards Parade (Councillor Brett Wright)

4.1         The proposal at this location is to install new blue badge holder only and time limited Mon to Sat 8am-6pm parking on King Edwards Parade.

4.2         Three objections have been received, one on the grounds that the time limited parking will not accommodate all-day visitors to the area, and two on the grounds that the proposals do not go far enough and there should be no free parking along King Edwards Parade. Ten items of support were received for this proposal.

4.3         The proposals follow a request from a resident for blue badge holder parking and multiple requests for more time limited parking to improve access to facilities in the area.

4.4         Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.

4.5         Councillor Wright has confirmed his support for the proposal to be implemented as advertised.

4.6         Recommendation: To not uphold the objections and install the proposal as advertised.

 

5.            Site 9 Langney Rise, The Vineries (Councillor David Tutt)

5.1         The proposal at this location is to install new no waiting at any time restrictions on both sides of the junction of Langney Rise and The Vineries.

5.2         Two objections have been received on the grounds that the loss of parking spaces will increase pressures on parking in the area. One item of support was received for this proposal.

5.3         The proposals follow a request from a County Councillor for a verge ban on Langney Rise to deal with problem parking.

5.4         Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.

5.5         At the time of writing, Councillor Tutt has not replied to provide their views regarding the recommendation.

5.6         Recommendation: To not uphold the objections and install the proposal as advertised.

 

6.            Site 10 Langney Road (Councillor Stephen Holt)

6.1         The proposal at this location is to remove a blue badge holders only bay and to create a continuous stretch of permit holders only at any time.

6.2         Two objections have been received on the grounds that the bay is close to the town centre and regularly used. One item of support was received for this proposal.

6.3         The proposals follow a usage survey as the bay is no longer needed by the resident that it was installed for. No eligible resident responded to the survey.

6.4         Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn. It is standard practice to remove bays which are installed for a specific resident once they are no longer required.

6.5         At the time of writing, Councillor Holt has not replied to provide their views regarding the recommendation.

6.6         Recommendation: To not uphold the objections and install the proposal as advertised.

 

7.            Site 11 South Street (Councillor Brett Wright)

7.1         The proposal at this location is to shorten a bus stop clearway, relocate a loading bay and create a longer stretch of permit holders or pay and display parking.

7.2         One objection has been received on the grounds that local businesses need the loading bay where it is currently.

7.3         The proposals follow reports of larger vehicles having difficulty manoeuvring in and out of the loading bay due to vehicles being parked on both sides, and sometimes parking in the bus stop clearway instead.

7.4         Having considered the objection, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn. Relocating the loading bay to the end of the bus stop clearway will improve access for larger vehicles.

7.5         Councillor Wright has confirmed his support for the proposal to be implemented as advertised.

7.6         Recommendation: To not uphold the objections and install the proposal as advertised.
